Certainly in a private Lodge when invited by the WM, as long as the tone is not too inflammatory, a Brother is free to express any personal opinion. Sending it to the APGM would not be to gain permission, more to inform him of the content, perhaps if sent before the meeting he may like to attend and hear it. Those who rule and teach should always be able to listen to those being taught in order to understand the mood of the masses.
