I assume you mean that he do this after he has delivered his paper in Lodge and not to "seek permission" before he does so?

Certainly in a private Lodge when invited by the WM, as long as the tone is not too inflammatory, a Brother is free to express any personal opinion.

Sending it to the APGM would not be to gain permission, more to inform him of the content, perhaps if sent before the meeting he may like to attend and hear it. Those who rule and teach should always be able to listen to those being taught in order to understand the mood of the masses.

This is a funny one ,had my first initiation last night and loved it ,but im 35 years old ,an worry of the knowlege being  lost  ,my friend has jioned at the same time through the same friend  ,and he is a youngan at 50 ,most of the lodges members are old and this does make me worry of what the future holds for our small lodge (lodge 1954 in Cornwall Uk ).

Hi every one will begin my initiation in the new year to the molesworth lodge ,and looking forward to it .

I would suggest that you have earned yourself the opportunity to make a difference (at least locally) to the Craft and to bring it back to what it once was.

I would only caution you to remember the WB Yeats phrase about treading carefully as you could flatten the dreams of some but in time they will join in.

Wayne I would caution you though in being too brutal. I am speaking from experience here. Make sure the talk clearly gives your opinions and not the Lodge. I have previously got myself into hot water over the direction of FM and FM's in the area. However I made sure that the Lodge were never involved.

Good luck with your venture. Tryto make your paper last at least en minutes, and the Lodge should then allow time for a discussion. It would be a rare event in most Lodges and Members characters are revealed.
